The Federal Security Service will have the authority to restrict access to communication means based on an order from President Vladimir Putin.

The Federal Security Service will gain the authority to shut down communications across Russia or in specific regions, even in the absence of a direct security threat. According to amendments to the "On Communications" law submitted for the second reading, the decision on such shutdowns will be made by President Vladimir Putin.
