A bill has been introduced in the State Duma proposing to lower the age of criminal liability for certain articles related to sabotage and terrorism from 16 to 14 years. This was reported by Vasily Piskarev, head of the State Duma Committee on Security.
According to the initiative, it is proposed to establish criminal liability from the age of 14 for all articles concerning sabotage activities: committing sabotage (Article 281 of the Criminal Code), facilitating sabotage activities (Article 281.1 of the Criminal Code), training in sabotage methods (Article 281.2 of the Criminal Code), as well as creating a sabotage community and participating in it (Article 281.3 of the Criminal Code).
Additionally, lawmakers propose extending criminal liability from the age of 14 to individuals accused of facilitating terrorist activities (Article 205.1 of the Criminal Code), as well as organizing terrorist communities and structures (Articles 205.4 and 205.5 of the Criminal Code).
