In early October, the Legislative Assembly of Russia's Omsk region submitted a bill to the State Duma that would extend the operating period of illegal waste landfills.
Under the proposal, facilities built before 2019 would be allowed to continue operating legally until 2028. These sites were originally supposed to be closed in 2023, but that deadline had already been postponed to January 1, 2026.
On October 14, the State Duma Committee on Ecology, Natural Resources and Environmental Protection took charge of the bill as the lead committee. The document is expected to be considered in November.
The explanatory note says that 30 Russian regions currently have no new landfills for household waste disposal.
According to the bill's authors, the most difficult situation is in hard-to-reach regions, including Yakutia, Kamchatka Krai, Krasnoyarsk Krai, the Yamalo-Nenets Autonomous Okrug, and Amur region.
At the same time, existing dumps in several central regions are already over capacity. The document names Bryansk, Lipetsk, and Kostroma regions, where the remaining capacity, according to the authors, will last for less than a year.
