Authorities plan to move all civil servants to Max by 2030

The government has ordered that civil servants be moved to the Max platform by 2030, replacing other publicly available messengers. The relevant document was published on the official legal acts portal.

The order says that by that deadline, the share of work-related communications conducted through the “multifunctional information exchange service” must reach 100%. In practice, this means a full transfer of officials’ service communication to a single platform.

In the summer of 2025, the government said that the service was being built on the basis of Max. The platform’s operation and development are handled by Communication Platform, a subsidiary of VK.

Context

In early June 2026, Apple removed Max from the App Store. After that, the messenger stopped sending push notifications to iPhone users. Russian human rights advocates and opposition politicians described this as their victory.

As reported earlier, the removal may have been triggered by a label the state messenger received on April 30 from Cloudflare, one of the largest hosting providers. The company marked the app’s domains as spyware.

In mid-July 2026, Max and the VKontakte applications were also removed from Google Play.
