The Investigative Committee has initiated a criminal case under the article on terrorist activity against Mikhail Khodorkovsky and 22 members of the "Anti-War Committee of Russia."

The Federal Security Service has initiated a criminal case against Mikhail Khodorkovsky and 22 members of the "Anti-War Committee of Russia" on charges of participating in a terrorist community (Parts 1 and 2 of Article 205.4 of the Criminal Code) and violently seizing power (Article 278 of the Criminal Code). This information was reported by RIA Novosti, citing an official statement from law enforcement agencies.

According to the FSB, Khodorkovsky and other members of the organization, including politician Vladimir Kara-Murza, political scientist Ekaterina Shulman, and entrepreneur Boris Zimin, publicly called for the "elimination of the current government." These statements, as indicated by the security forces, are contained in the Berlin Declaration of the "Anti-War Committee," adopted in 2023.

Another basis for the criminal prosecution was the formation of a platform of Russian democratic forces in the Parliamentary Assembly of the Council of Europe (PACE). According to the FSB's position, this platform is presented as a "'constituent assembly of the transition period' and an alternative to the current Russian authorities."

On October 1, PACE supported a resolution to create a permanent platform for interaction with Russian democratic movements. The document emphasizes that the Assembly is transitioning cooperation with the Russian opposition and civil initiatives from fragmented formats into a "systematized dialogue."

The next step should be the formation of a delegation of Russian democratic forces in PACE. A statement from the FRF after the vote noted that the platform is intended not only to unite politicians in exile but also to return to the Assembly the "voices of those who are deprived of the opportunity to speak openly today; those who are in prisons and colonies for their beliefs; those who continue to resist the dictatorship within the country."
