Aviation giants Boeing and Rolls-Royce have enlisted lobbying structures to prevent restrictive measures against Russia. These corporations critically depend on Russian supplies of titanium raw materials.

According to data uncovered by Novaya Gazeta Europe in documents from the U.S. House of Representatives, corporations Boeing and Rolls-Royce hired lobbyists to influence U.S. sanctions policy toward Russia.

Financial reports for the first quarter of 2025 show that Boeing spent $2.6 million on lobbying services, while Rolls-Royce spent $250,000, though only a portion of these funds was directed toward issues related to Russian sanctions.

Both companies heavily depend on titanium imports. Boeing uses this metal in aircraft manufacturing to reduce the weight of aircraft and improve fuel efficiency. Rolls-Royce employs titanium in the production of aircraft engines, where components operate under extreme temperatures and mechanical stress.

Before the escalation of the military conflict in Ukraine, Boeing sourced approximately 30% of its required titanium from Russia, while Rolls-Royce's share was around 20%.
