Russian authorities have initiated a withdrawal from the European Convention aimed at preventing the use of torture.

The Russian government has submitted a proposal to Vladimir Putin to denounce the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. Prime Minister Mikhail Mishustin signed the corresponding decree.

According to the text of the document, Russia plans to withdraw not only from the convention itself but also from all related protocols.

The aforementioned convention was adopted by the Council of Europe in 1987. The Russian Federation joined the Council of Europe in 1996 and, a year later in 1997, signed the convention.

On March 16, 2022, following the start of military actions in Ukraine, the Committee of Ministers of the Council of Europe decided to expel Russia from the organization. This led to the country automatically losing its status as a participant in the European Convention on Human Rights.

Additionally, Russian citizens lost the right to file complaints against Russia's actions in the European Court of Human Rights (ECHR). In June 2022, President Putin approved a law exempting Russia from the obligation to comply with ECHR decisions issued after March 15, 2022.
