In Russian medical universities, all state-funded spots may be transferred to a targeted form of education. The corresponding proposal was introduced by the Ministry of Health, and the draft law has already received approval from the government commission. This information was published by RIA Novosti.
According to the initiative, all state-funded spots for core higher education programs in medicine and pharmacy will become targeted. Students will be required to sign a targeted training agreement.
To continue education at the next level without mandatory work placement, it will be necessary to re-sign an agreement with the same client. Typically, this role is filled by regional health ministries or specific medical institutions.
Graduates who studied at state expense and refused to fulfill their work obligation will have to reimburse funds in triple the amount of the tuition cost.
Similar rules will apply to graduates of secondary vocational medical education programs.
As clarified by the press service of the Ministry of Health, students already enrolled in these programs will transition to the new conditions with their current agreements being replaced.
