A blogger known by the pseudonym "Mother of Orcs" has been held administratively liable for public statements that were deemed as inciting hatred. In one of her posts, she described certain Russian military personnel involved in the conflict with Ukraine as "devils."

The Levoberezhny District Court of the city of Voronezh has issued a ruling imposing a fine of 12 thousand rubles on blogger Elizaveta Babicheva. The basis for the penalty was her statements directed against participants in the military actions in Ukraine, which were classified under Article 20.3.1 of the Russian Code of Administrative Offenses concerning incitement to hatred or enmity. Information about this incident was disseminated through the Telegram channel "Ostorozhno, novosti" (Beware, News).
