The Ministry of Digital Development has compiled a list of websites that will continue to operate in the event of a mobile internet shutdown.

The Ministry of Digital Development announced the formation of a list of online services that will continue to operate in Russia even if mobile internet is disconnected.

In collaboration with telecom operators, the ministry has developed a technical solution that will prevent access to these resources from being blocked.

The list includes government services portals, marketplaces, navigation services, taxi and delivery services, supermarkets, telecom operators' personal accounts, platforms for remote voting, as well as the websites of the President and the Government of the Russian Federation. Additionally, social networks are included in the list, though specific ones were not specified.

According to the Ministry of Digital Development, operators are already providing access to these services in pilot mode. No additional identification or CAPTCHA input is required for connection.

The idea of creating a "white list" of websites was first proposed by the head of the ministry, Maksut Shadayev, on August 7. This statement came amid widespread mobile internet shutdowns across the country. Authorities explained that such measures are being taken "in the interest of security."
