The Prosecutor General's Office has proposed transferring the company "Rostovvodokanal" to state ownership. The company is currently owned by former Deputy Energy Minister Stanislav Svetlitsky.

The Prosecutor General's Office has demanded the transfer of shares in "Rostovvodokanal," which belong to former Deputy Minister of Energy of the Russian Federation Stanislav Svetlitsky, to the state. The relevant information was published in the newspaper "Kommersant."

According to the agency's position, in 2006, Svetlitsky, together with the former mayor of Rostov-on-Don Mikhail Chernyshev, carried out an illegal privatization of "Rostovvodokanal" — a key water supply enterprise in the Southern Federal District. The market valuation of the company's assets at that time amounted to over 4.6 billion rubles.

The Prosecutor General's Office states that Svetlitsky began planning the privatization of the Municipal Unitary Enterprise "Vodokanal" as early as 2004, while holding a leadership position in Rostechnadzor. To implement this plan, he enlisted Chernyshev, who transformed the municipal unitary enterprise into a joint-stock company. The mayor of Rostov then initiated the privatization of the water utility.

After gaining control of the enterprise, Svetlitsky did not invest in its development and modernization, the supervisory agency notes. Annually, the company received 1.5 billion rubles from the budget, and between 2006 and 2025, it was allocated 22.4 billion rubles for reconstruction, covering losses, and constructing water pipelines in Rostov-on-Don and the khutor of Dugino.

According to the Prosecutor General's Office, Svetlitsky directed part of these funds to develop his own business in the Krasnodar Krai, and another part to purchase elite real estate in the Moscow region. Additionally, significant sums were transferred to bank accounts in Switzerland and Cyprus.

The Prosecutor General's Office has demanded the seizure of Svetlitsky's and Chernyshev's assets, including JSC "Evraziysky," and the transfer of "Rostovvodokanal" shares to state revenue.
