In the Republic of Sakha (Yakutia), a convict was fined under the article on LGBT propaganda after he showed other inmates women's underwear and applied makeup.

The Yakutsk City Court imposed a 50,000-ruble fine on Petr Portnyagin, an inmate of Correctional Colony No. 7 in the Republic of Sakha, for charges of promoting "non-traditional sexual relations" (Article 6.21 of the Administrative Code), as reported by the publication Novaya Gazeta Europe.

The court ruling was issued on December 27, 2024. According to the case materials, in November 2024, Portnyagin showed female underwear to other convicts and applied makeup using foundation.

The court determined that through these actions, the inmate "attempted to arouse interest in non-traditional sexual relations among those around him." Additionally, the case materials noted that a rainbow flag, discovered by colony staff, was confiscated from him.
