Federation Council Speaker Valentina Matviyenko has proposed introducing mandatory insurance premium payments to the medical insurance fund for non-working Russian citizens. This statement was made during the budget draft discussion, as reported by "Agency."
Matviyenko emphasized that her proposal does not apply to pensioners and children, but is aimed at adult Russians. She noted: "When young, healthy people of working age are not employed anywhere, the first thing that comes to mind is either unofficial employment or simply an unwillingness to work."
