In several Russian regions, including Novosibirsk and Orenburg oblasts, as well as Krasnoyarsk Krai, initiatives to increase the transport tax have been submitted to legislative assemblies. This is reported by the publication "Vedomosti."
This measure aims to replenish regional budgets. Additional revenue for Novosibirsk Oblast is expected to reach 219.6 million rubles, and for Krasnoyarsk Krai—334.8 million rubles. In Orenburg Oblast, an increase in revenue of approximately 534.8 million rubles is planned starting from 2027.
The Governor of Krasnoyarsk Krai, Mikhail Kotyukov, explained the need for the tax increase, in part, by the doubling of per capita incomes of residents over the past ten years.
Experts interviewed by "Vedomosti" point out that the additional revenue from the tax is insignificant in the context of regional budgets. At the same time, such measures could provoke an increase in non-payments, delays, or tax evasion.
Earlier, authorities in Yaroslavl, Voronezh, and Ulyanovsk oblasts, as well as the Republic of Dagestan, announced their intention to increase regional taxes and reduce a number of benefits.
According to Ilya Tsypkin, Deputy Director of the Sovereign and Regional Ratings Group at ACRA, citing data from the unified portal of Russia's budget system, by the end of September 2025, a budget deficit was recorded in 68 constituent entities of the Russian Federation, whereas in 2024, the number was 45.
The combined deficit of regional budgets reached nearly 725 billion rubles, although a surplus of 472 billion rubles had been recorded the previous year. The decline in revenue is attributed to sanctions pressure, increased expenditures, and the rising cost of credit resources.
