In Russia, disruptions in mobile internet have led to interruptions in monitoring glucose levels in children with diabetes. The publication The Insider highlighted this issue on social media.

Children with type 1 diabetes use continuous glucose monitoring (CGM) sensors that alert them to critical changes in blood sugar levels. One user on VKontakte wrote on Roskomnadzor's page: "Internet shutdowns deprive children with diabetes of a normal life! Parents use special apps to monitor glucose levels when the child is in kindergarten or school, and without connection, this is unavailable. Young children cannot regulate their sugar themselves! Add diabetes apps to the whitelist!!!". Similar appeals have appeared in the chat of the organization "Diaresource," which protects the rights of people with diabetes. Journalists obtained a comment from Anna from Saratov, the mother of a child with type 1 diabetes. She reported that since August, she has been unable to remotely monitor her son's readings. According to Anna, parents of such children are currently collecting signatures to include glucose monitoring apps in the "whitelist."

In Russia, mobile internet shutdowns have become more frequent during attacks by Ukrainian drones. On November 11, information was received about the cessation of mobile internet in Ulyanovsk and a number of cities in the region until the end of the war in Ukraine. This is the first such precedent in the country.
