Russian citizens permanently residing outside the country are planned to be subject to administrative liability in the form of a fine for failing to timely inform state authorities about obtaining foreign citizenship or a residence permit.

The Russian Ministry of Foreign Affairs has prepared a draft law that introduces criminal liability for Russian citizens who fail to inform state authorities about acquiring another citizenship or a residence permit. According to the document, notification must be sent within 60 days of obtaining the status. This initiative was highlighted by the publication "Vjorstka."
