Electric scooter owners in Russia will be required to obtain registration plates, Kommersant reports

Russian authorities are preparing to launch a registration system for all personal mobility devices, including privately owned and kicksharing electric scooters. Kommersant reports this.

According to the newspaper, Rosstandart has already approved a GOST standard for special registration plates. They will become mandatory for all electric scooters after compulsory registration of personal mobility devices is introduced.

The measure will affect about 1.7 million personal mobility devices, including 1.2 million privately owned electric scooters, Kommersant уточняет. Registration plates are already installed on all kicksharing scooters in Russia; law enforcement uses them to identify violators through cameras and send the data to operators.

Under the authorities’ plan, the plates will include three letters, two digits, and a regional code. The Russian flag will be optional. Owners will have to place one plate at the rear of the scooter and another at the front.

Kommersant notes that the Interior Ministry and the Transport Ministry will also require owners of all personal mobility devices to register in a unified electronic registry, for which a state fee will have to be paid.

Kicksharing operators are asking the Interior Ministry to revise the GOST standard, because in its current version it limits the number of electric scooters that can receive plates within one region.
