Ryazan Region Governor Pavel Malkov approved a decree requiring enterprises to fulfill “assignments” for attracting candidates for military service under contract. The document was published on the official portal on March 24; the day before, Conflict Intelligence Team drew attention to it.
According to the decree, all enterprises must seek contract soldiers regardless of their form of ownership. For facilities employing 150 to 300 workers, the quota is set at two people; for staffs of 300-500 employees, three people; and for enterprises with more than 500 employees, five people.
The document does not specify what liability would follow for failure to meet these requirements. The governor cites two decrees by Vladimir Putin from October 2022: one on imposing martial law in the annexed Ukrainian regions and another on measures carried out in Russian regions in connection with the first decree.
A representative of CIT told “Agentstvo” that similar quota practices may also be used in other Russian regions. According to him, analysts had not previously encountered the publication of official documents of this kind.
