"Novaya-Evropa" found out that the authors of the Telegram channels that tried to manipulate the market during trading on the Moscow Exchange were linked to Rostec

The FSB detained the creators of the Telegram channels "RynkiDengiVlast|RDV," "Volk s Mosbirzhi," and "Signaly RTsB." A criminal case was opened against the defendants under the article on market manipulation (Part 2, Article 185.3 of the Criminal Code).

According to the Central Bank's press service, these Telegram channels were affiliated with PFL Advisors. According to its website, the company is headed by Vladislav Panteleev and Fyodor Naumov. Previously, both entrepreneurs worked in Rostec structures and for businessman Sergey Adonyev, and then carried out joint projects with the Moscow Exchange.

According to Naumov's LinkedIn profile, he held the position of special projects analyst at Wooden Fish, Yota Bank, Round Bank, and Rostec Global Resources. In the description of his experience, he indicated that he "reported directly to the shareholder of the group of companies." Wooden Fish is a structure of Sergey Adonyev and Albert Avdolyan. These same entrepreneurs participated in the creation of the telecommunications company Yota. Its best-known project is YotaPhone, 25% of which previously belonged to Rostec.

Rostec Global Resources is a subsidiary of the state corporation Rostec, which since its founding in 2007 has been headed by Vladimir Putin's colleague from their time in East Germany, Sergey Chemezov. Sergey Adonyev was a member of the board of directors of Global Resources. In addition to the YotaPhone project, Adonyev and Avdolyan had other joint initiatives with Rostec.

Naumov also at one time served on the board of directors of Rostec's subsidiary TsNII Elektronika. The same LinkedIn profile states that he stopped working at PFL Advisors in September 2025, but his photograph is still posted on the homepage of this financial company's website.

Ties to Rostec are also visible in the case of his partner Panteleev. In someone's phone book, his number is saved as "Vlad Rostec," "Vlad Adonyev's analyst," and "Vlad Innopraktika." Innopraktika is the brand of the National Intellectual Development Foundation, established by Moscow State University and engaged in supporting scientific projects. It is headed by Vladimir Putin's daughter Katerina Tikhonova. Among others, Sergey Chemezov is also a member of the foundation's supervisory board.

One of the legal entities affiliated with PFL Advisors received two contracts from Rostec structures in 2014-2016: one from Rostec Global Resources for $1.2 million (according to the Spark system, while the state procurement system Goszakupki contains no information about the contractor for this contract), and the second from the A.G. Romashin ONPP Tekhnologiya, a scientific and production center within Rostec, for 19.9 million rubles.

In addition, the businessmen also had business relations with the Moscow Exchange itself, which owns 5% of their company PFL New Investments (the other 95% belongs to Panteleev himself). This company is developing an investment platform that gives investors access to participation in pre-IPO trading, that is, trading in shares of technology and fast-growing companies before their official public listing on the exchange. On the platform's website, the Moscow Exchange is listed as an official partner.

The defendants in the case were charged under Part 2 of Article 185.3, "Market Manipulation," that is, the dissemination of false information in order to profit from changes in the value of securities. According to the investigation, such messages were distributed through three Telegram channels and bots associated with them. The Investigative Committee calls this scheme Pump & Dump, or "pump and dump": after posts appeared in the Telegram channels about which securities should be bought, their price rose, and the organizers of the scheme then allegedly sold the now more expensive securities.
