Among the executives of four of the seven Russian companies that supply equipment for TSPU (technical means of countering threats), there are people who came from various security agencies. This was noted by Novaya-Europe after studying data from leaks.
Where exactly do former security officers work? JSC DCOA. At JSC DCOA, the general contractor of the GRFC (Main Radio Frequency Center), the position of security director is held by Yevgeny Babakov. In the leaks, his previous workplaces include, in particular, the position of security director of JSC GLONASS and military unit No. 64829, registered at 2 Bolshaya Lubyanka. This unit is also known as the FSB Information Security Center (TsIB FSB). This subdivision, like the Scientific and Technical Service, may have been involved in monitoring and censoring the Runet.
The company Code of Security, which supplies Kontinent cryptographic gateways for communication between TSPU and the GRFC and for receiving filtering lists, has been headed by Andrey Golov since 2012. He graduated from the FSB Academy and previously worked at the company Informzashchita, which supplies information security solutions, including for Russian military units.
In 2019, it became known that Anton Cherepennikov, the founder of X Holding, which includes the company Yadro, invested in the company Bastion, owned by the son of FSB deputy head Sergey Korolev. In 2023, Bastion became part of X Holding's Garda Management Company, and the younger Korolev became deputy director of the entire group of companies and, probably, one of the holding's owners.
Novaya-Europe wrote that since at least 2023, another FSB general's family has also been receiving salaries at this company. Former head of the Scientific and Technical Service Andrey Fetisov works there as an adviser to the CEO, and his son heads a department responsible for organizing public procurement for the FSB and other state bodies.
Restrim. In February of this year, Vitaly Studitskikh headed Restrim and its subsidiaries. Previously, he was an officer, graduated from the Air Force Engineering Academy, and managed to work at several technology companies.
Eltex. At Eltex, which supplies switches for TSPU, as of August 2025 the head of the security service was listed as former MVD employee Pavel Rossakhach. In other people's contacts, he is saved as "Pakhan Uur Orch Gu" and "Pasha RUBOP".
What role does Rostelecom play here? A substantial part of the infrastructure through which blocking is enforced is connected to Rostelecom in one way or another. The state operator controls trunk communication networks and is one of the key participants in the implementation of TSPU. In essence, a significant share of traffic passes through Rostelecom's networks.
At the same time, some suppliers of equipment for TSPU were originally created as independent technology companies and successful IT projects, but over time they were integrated into the state system of internet control.
