The complaint to law enforcement was triggered by a report from a United Russia deputy after his military acquaintance complained.

In Nizhny Tagil, security forces detained a student who placed an order at Dodo Pizza under the name Adolf Hitler. A protocol was drawn up against him for “propaganda of Nazi symbols,” and he was forced to record an apology on camera, RIA Novosti writes.
The immediate reason for the detention was an appeal from Alexey Svalov, a deputy of the Sverdlovsk Region legislative assembly from United Russia.
“All this happened in front of my friend, a participant in the special military operation. I cannot imagine what effort it took him to stop himself from smashing his face into the table, but I believe for you [law enforcement agencies] this is a very concrete case. The young man was not hiding at all. When asked, ‘What are you doing?’ he replied: ‘I am against the war,’” he wrote on his channel.
The Ministry of Internal Affairs said that the student of the Construction College, named Timofey, was detained at the educational institution; according to the agency, “he immediately repented of what he had done, barely holding back tears, and apologized to everyone whom his actions had deeply affected.” The young man was forced to apologize on camera. Under the current charge, he faces a fine or up to 15 days of arrest.
