Actual residential addresses of conscripts begin appearing in the military registry instead of registration addresses

The military registration registry has begun adding information about the actual place of residence of people liable for military service, even if they did not notify authorities about a change of address. This was reported by “School of the Conscript.”

Real cases. Rights advocates know of two such episodes. For example, a conscript from the Murmansk region discovered that the military registry listed his address in Tatarstan, where he unofficially rents housing.

A reservist from Komi also said he received a notification on “Gosuslugi” about a change in his data. After that, he saw in the military registry the address of his actual residence in the Leningrad region.

Where the new information came from. Neither the men themselves nor their relatives had provided military commissariats with information about their new places of residence. At the same time, the reservist from Komi clarified that he had given his real address to a clinic and to the traffic police when a report was being drawn up.

“It is still unclear exactly where the registry gets such data. But these cases show that an actual address, once submitted to a state or quasi-state system, could potentially become available for military registration as well,” said Timofey Vaskin, head of the legal department at “School of the Conscript.”

What happens if a move is not reported to the military commissariat. Rights advocates remind that all Russian citizens liable for military service are required to inform military commissariats about a move and register at their place of residence. At the same time, failure to comply with this requirement may only result in a fine of up to 20,000 rubles.

Where military commissariats may get data in the future. Earlier, a group of deputies submitted a bill to the State Duma giving the Defense Ministry the right to obtain information from the civil registry database. In the explanatory note, the authors said the changes are needed to simplify the procedure for providing social support to service members, as well as for the “optimization of military registration.”
