April 29, 2026, Ukrainian drones again targeted Russian oil infrastructure after earlier strikes on Tuapse. In Perm, according to ASTRA, the target was the Perm line production and dispatch station involved in pumping and storing oil. In Orsk, the outlet’s analysts said the likely target was Orsknefteorgsintez, one of Russia’s largest refineries.
Perm region governor Dmitry Makhonin said a drone hit one of the city’s industrial sites. A fire broke out at the facility, staff were evacuated, and emergency crews were sent to the scene. Rospotrebnadzor confirmed a fire at an oil site and began checking air quality.
“There were about 10 hits on the tanks today. Four tanks are now on fire, with a total of 200 tons of oil,” an employee of the enterprise told the Perm 36.6 channel, also saying there were casualties.
Residents of Perm posted photos showing black stains on skin, clothing, cars, and windows. In the Podslushano Perm community, users said the fire occurred in the settlement of Novoilinsky in the Nytvensky district and warned pet owners that animals could get covered in oil and be poisoned if they licked their fur or paws.
The Security Service of Ukraine confirmed a strike on a station owned by Transneft near Perm, noting that the city lies more than 1,500 kilometers from Ukraine. The Ukrainian side said a major fire broke out at the site and described the station as an important hub in Russia’s trunk oil pipeline system.
Orenburg region governor Yevgeny Solntsev said drones had attempted to attack several industrial enterprises in the region. According to him, Russian air defenses shot down four drones over the region, with no deaths or injuries reported. Russia’s aviation authority imposed temporary flight restrictions in the airports of Orsk, Perm, Yekaterinburg, and Izhevsk; the “Kover” plan in Orsk was lifted at about 10:22 a.m. Moscow time.
ASTRA assessed that the likely target in Orsk was Orsknefteorgsintez, which had already come under attack in October and November 2025. The refinery, part of ForteInvest within Mikhail Gutseriev’s Safmar group, processes about 6 million tons of oil a year and is considered strategically important for fuel supplies to the Urals and the Volga region. In Kazakhstan’s Aktobe region, which borders Orsk, police later confirmed that a drone of unknown origin had fallen outside a populated area.
