After talks in Geneva on November 23, 2025, the US and Ukrainian delegations said they had made “significant progress” on the peace plan promoted by Donald Trump’s administration. In a joint statement published by the White House and the office of Ukraine’s president, the sides said they had prepared an updated framework document on peace.
The contents of the document were not disclosed. Kyiv said any future agreement must fully respect Ukraine’s sovereignty and ensure a lasting and just peace, while the White House separately referred to stronger security guarantees.
Secretary of State Marco Rubio, who led the US delegation, told a press conference that the meeting had been the most productive so far. He said the plan under discussion contains 26 or 28 points, depending on the version, and remains a “living document” that changes as talks continue. Ukrainian presidential office chief Andriy Yermak also called the talks highly productive and said a new meeting involving European partners was being prepared.
According to Reuters and RBC-Ukraine, a substantial share of the disputed provisions was revised. The Ukrainian outlet said the sides moved closer on issues including the size of Ukraine’s armed forces and joint control over the Zaporizhzhia nuclear power plant. But disagreements over territory and a demand to enshrine Ukraine’s non-entry into NATO in the constitution were not resolved and, according to the report, were left for discussion by Volodymyr Zelenskyy and Donald Trump.
An earlier draft reported by the media and seen by Kyiv and its allies as overly favorable to Moscow included de facto recognition of Crimea and the Donetsk and Luhansk regions as Russian, a refusal to deploy NATO troops in Ukraine, and a reduction of Ukraine’s army to 600,000 personnel. The Financial Times reported that Rubio told senators the initial version had been passed through special envoy Steve Witkoff. Rubio later wrote on X that the proposal had been developed by the US, but based on Russian demands as well as past and current Ukrainian proposals.
Reuters, citing two sources, said Zelenskyy could travel to Washington as early as this week to discuss the most sensitive points, especially the territorial issue. At the same time, Trump said Kyiv should accept the new plan by November 27 and accused Ukraine’s leadership on Truth Social of showing no gratitude for US support.
Kremlin spokesperson Dmitry Peskov said Russia had not yet received official information from the US on the outcome of the talks and did not know the contents of the documents prepared there.
