Last week, power was cut at facilities of the Angara rocket complex at the Vostochny Cosmodrome where PSO Kazan is working. Reports said the main contractor owed the Far Eastern Energy Company 51 million rubles and had long failed to pay its bills.
Vostochny remains Russia’s main civilian spaceport. Since 2017, PSO Kazan has been building its second phase, including the launch complex for the Angara rocket family, under a contract worth 38.7 billion rubles. Deadlines were repeatedly pushed back: the site was supposed to be delivered in August 2023, but the first launch of an Angara-A5 took place only in April 2024.
The cosmodrome’s management had previously tried to recover 12 billion rubles from the contractor in court, but failed to do so. In court, the company argued that the delays were caused by the cosmodrome itself, which had spent seven months revising working documentation and technical specifications.
The dispute with the power supplier has been going on for more than a year. In May 2024, DEK already filed a claim over unpaid electricity bills, but that conflict was settled after payment. In spring 2025, the company again reported a debt of 25.6 million rubles. DEK executive director Vitaly Storozhenko said the contractor had repeatedly promised to pay, including by March 31 and later by October 20, but did not fulfill those commitments.
“We had already accommodated them and in March this year canceled the shutdowns because of guarantees received from the builders,” Vitaly Storozhenko said.
According to Novaya Gazeta Europe, complaints about PSO Kazan go beyond its dispute with the power company. Business partners have repeatedly tried to push the firm into bankruptcy, and the outlet says their claims ranged from 17 million to 1.9 billion rubles. The article also mentions three tax-evasion cases, one of which involved an alleged shortfall of more than 6 billion rubles. It further cites complaints from former employees accusing the company of deception and wage delays.
