On September 26, the Moskovsky District Court of Nizhny Novgorod ordered former official Shtokman held in pretrial detention for two months in a case on taking an especially large bribe under Part 6 of Article 290 of the Russian Criminal Code. РИА Новости reported this, citing a source.
According to the agency’s source, investigators link the case to a multimillion bribe that was allegedly received several years ago, when Shtokman worked in the Nizhny Novgorod city administration. He does not admit guilt. The Investigative Committee has not yet officially commented on the case.
Local outlet NewsNN notes that news of the detention appeared on the eve of the city’s mayoral election, scheduled for September 29. Two candidates are running for the post: incumbent mayor Yury Shalabayev and former deputy head of the local police department Sergey Goryachev.
Aleksey Trifonov, a member of the Public Council under Russia’s Interior Ministry, said the detention took place in Sochi, after which the official was taken to Nizhny Novgorod. Trifonov himself describes Shtokman as the “gray cardinal of the city administration.”
Shtokman was born on October 14, 1975, in Gorky. In 1997, he graduated from Lobachevsky State University of Nizhny Novgorod with a degree in applied mathematics.
He later received additional education: in 2019 he completed the Executive Master of Public Management program at the Higher School of Public Administration under RANEPA, and in 2020 he studied digital transformation management at the Skolkovo business school.
