Russia’s autumn conscription campaign is scheduled to run from October 1 to December 31, 2025. Ahead of its start, Russian authorities are once again saying that conscripted servicemen will not be sent to fight in the war against Ukraine.
The latest such assurance came from the General Staff. Vladimir Tsimlyansky, deputy head of the Main Organizational and Mobilization Directorate, said conscripts would be sent only to deployment locations inside Russia and that they
would not be involved in the special military operation.
Regional media outlets have already begun publishing similar reports. Citing military officials and the Defense Ministry, they say conscripts supposedly will not be involved in combat operations. Such reports have appeared, among other places, in the Kaluga, Chelyabinsk and Novosibirsk regions, as well as Udmurtia.
As the article notes, statements of this kind have been made repeatedly since the start of Russia’s full-scale invasion of Ukraine. In March 2025, the same claim was made by Vladimir Putin and lawmaker Andrey Kartapolov.
Similar promises had also been voiced earlier, in March and September 2024 by the General Staff, in January 2023 by the group Officers of Russia, and in 2022 by military enlistment offices and the Defense Ministry.
