The Dossier Center has published an investigation into the finances and assets of the family of Russian Prime Minister Mikhail Mishustin. According to the report, his sister Natalia Stenina held a 12 billion ruble deposit at Gazprombank in 2022 and earned about 1 billion rubles in interest. A year earlier, the journalists say, her account held six billion rubles.
Leaked data cited in the report say that Stenina, who has worked since 2017 as advertising director at Tekadom, part of Emin Agalarov’s group, officially earned between 25,000 and 60,000 rubles a month. Dossier also says that in 2013–2015 she received $10.1 million from UFG, where Mishustin was a partner during a break in public service, but argues that even this amount was far smaller than the deposit.
The journalists also examine Stenina’s marriage to businessman Alexander Udodov, which lasted from 2008 to 2020. According to the investigation, the marriage may have been nominal: after the divorce, Stenina allegedly continued living with her first husband, Sergei Stenin, the father of her two children, while the leaked datasets showed no signs of shared everyday life with Udodov.
“I never once saw Udodov in the company of Natalia Stenina,” former Udodov business partner Kirill Kachur told Dossier.
The authors argue that the marriage may have been used to formalize the transfer of assets to a senior official’s family. They point in particular to property at Nikolina Gora on Rublyovo-Uspenskoye Highway and other expensive real estate in the Moscow region and central Moscow that they link to Stenina.
Another part of the report concerns the German company VG Cargo, in which Udodov remained a co-owner until the end of 2022. According to Dossier, after the start of the full-scale war, military and dual-use shipments for Ukraine began moving through Frankfurt-Hahn Airport, and VG Cargo took part in handling them. Control of the company was later transferred to Azerbaijan’s Sheer One Investments, although the journalists say Udodov may still have retained ties to it.
