Russia’s Justice Ministry has updated its “foreign agents” register, adding journalist and Ukrainian Armed Forces serviceman Pyotr Ruzavin and former head of Navalny’s Tomsk headquarters Kseniya Fadeyeva.
The list was also expanded to include Sfera, a project assisting queer people, and artist Yekaterina Kuznetsova.
According to the ministry, the newly designated individuals and organizations distributed materials produced by other “foreign agents,” published what the ministry described as “false” information about Russian government policy, and spoke out against the Russian-Ukrainian war.
The ministry also said that the Sfera project had been engaged in “propaganda of LGBT relationships.”
More than 1,200 people and organizations are now listed as “foreign agents” in Russia. As the ministry itself recently acknowledged, in 2025 foreign funding was found in only 4% of the cases in which this status was assigned.
Until 2022, the presence of foreign funding had been a mandatory condition for inclusion in the register. According to the human rights project OVD-Info, 178 people and 37 organizations were added to the list in 2025.
By the project’s count, 80% of new designations were linked to statements against the “special military operation” or to support for Ukraine.
