Authorities in the Bryansk, Kursk, and Kurgan regions have announced new restrictions on the sale of motor fuel amid Russia’s ongoing fuel crisis.
In Bryansk Region, acting governor Yegor Kovalchuk said a “minor” increase in gasoline prices had been recorded. He said the sale of fuel into canisters was being banned in order to prevent an “artificial shortage.” He also added that there were “certain difficulties in delivering fuel to border districts because of the threat of drone strikes.”

A similar ban on selling fuel into canisters was also announced in the Kursk Region. Regional head Aleksandr Khinshtein urged residents not to fuel panic buying, saying that the rush only worsens the situation.
“I understand the concern of Kursk residents, but the rush only makes the situation worse, as it provokes shortages,” Khinshtein said.
In the Kurgan Region, the restrictions also affect the amount of fuel sold at gas stations. In populated areas, one vehicle may receive no more than 40 liters of gasoline and 80 liters of diesel fuel. On highways, the limit is up to 40 liters of gasoline and up to 200 liters of diesel. The sale of fuel into canisters has also been banned there.
Russia’s fuel crisis began in late May 2026. Fuel rationing measures are already in place in central Russia as well as in the Irkutsk, Omsk, and Novosibirsk regions. Limits have also been introduced in the Khanty-Mansi Autonomous Okrug, Russia’s main oil-producing region. The most severe situation, according to earlier reports, has developed in annexed Crimea, where gas stations have completely stopped selling gasoline.
