Russia’s Foreign Ministry said Romania’s consul general in St. Petersburg has been declared persona non grata and that the Romanian consulate general in the city will be closed.
The ministry said the move was taken in response to actions by the Romanian side.
“This measure is a response to Bucharest’s groundless withdrawal of consent for the operation of Russia’s Consulate General in Constanta and the declaration of its head as persona non grata.”
In late May 2026, the Romanian authorities announced the closure of Russia’s consulate general in Constanta and the expulsion of Consul General Andrei Kosilin. Bucharest made that decision after a drone fell onto the roof of a residential building in Galati. Romanian authorities concluded that the drone was Russian.
After these new restrictions, the diplomatic presence of both countries will shrink further. In Romania, Russia will only retain its embassy in Bucharest and its consular section. In Russia, Romania will likewise be left only with its embassy in Moscow and its consular section.
Against the backdrop of the Russian-Ukrainian war, drones used by the warring sides have increasingly entered the territory of countries not formally involved in the conflict. Such incidents, the report notes, have occurred in the Baltic states, Finland, and Romania.
