At least nine people were injured in a strike by the Russian armed forces on Sumy, according to city head Artem Kobzar.
He said the wounded included two infants. All of those injured are being examined by medical workers. The children are reported to be in stable condition and suffered scratches.
Oleg Grigorov, head of the regional military administration, said all of the victims sustained minor injuries.
Local authorities gave differing accounts of the nature of the attack. Kobzar said a Russian projectile fell near a multi-apartment residential building.
Grigorov, for his part, said that Russia attacked Sumy with a jet-powered drone.
Authorities said the strike shattered about 50 windows in the building.
