Ukrainian President Volodymyr Zelensky said on June 28 that Ukraine had struck two oil refineries in Russia, one in the Krasnodar region and another in the Yaroslavl region.
According to Krasnodar governor Veniamin Kondratyev, one person was killed in a Ukrainian drone attack on Slavyansk-on-Kuban. He said a fire broke out on the refinery’s grounds and that a power line, a gas pipe, and several residential houses were damaged.
Regional authorities said the person was killed by falling drone debris. One more person was reported injured in the Krasnoarmeysky district. The outlet ASTRA and the Ukrainian monitoring channel Exilenova+ concluded that the strike hit the Slavyansk refinery.
ASTRA noted that the Slavyansk refinery is one of Russia’s largest independent oil-processing plants. Its capacity is estimated at about 4 to 5 million tons of crude per year, accounting for roughly 9% of oil refining in the Southern Federal District. The facility had been targeted before: in January 2026, a storage tank caught fire there.
According to Ukrainian monitoring channels, the strike in the Yaroslavl region may have targeted the Slavneft-YANOS refinery. The regional governor reported a drone attack but did not disclose any consequences.
At the same time, he mentioned traffic restrictions on the road out of Yaroslavl toward Moscow, from the intersection of Moskovsky Prospekt and the South-Western ring road. The outlet Ekho noted that the refinery is located in that area. The extent of any damage to the plant remains unknown.
Russia’s Defense Ministry, for its part, said air defense forces destroyed 213 Ukrainian drones overnight.
