Marat Usenmoldoev, 55, has been killed in the war against Ukraine. He previously headed the Novosibirsk specialized psychiatric hospital with intensive supervision. It was this institution where Yakut shaman Alexander Gabyshev spent a year in forced treatment after being declared not criminally responsible. The news was reported by Mediazona.
According to OpenSanctions, Usenmoldoev left his post in July 2024 with the rank of colonel of the internal service. An obituary published by a former colleague says he “stood at the origins of the creation of penal system units in the Novosibirsk region.”
In a 2021 interview, Usenmoldoev said that officers of the FSIN only guard people sent for compulsory treatment and do not interfere in doctors’ decisions.
“The maximum we can do is increase vigilance and step in if there are any manifestations on his part. All other actions are decided by the medical service itself — what injections to give, where to keep him,” he said.
Usenmoldoev told acquaintances in January 2025 that he was leaving as a volunteer for the war, about six months after retiring. According to his teammate in the amateur football club Kolyvan, he declined to attend a team gathering because of the trip.
After signing a contract, the former colonel was entered on the military rolls as a senior sergeant, a rank he had received during compulsory service. He served as a senior rifleman in the 1444th Assault Regiment of the 74th Separate Motor Rifle Brigade. Roughly six months after signing the contract, he was killed. An acquaintance said he had been searched for about a year, and that he was apparently buried in spring 2026.
Mediazona says it found no criminal cases against Usenmoldoev in court databases. His former wife declined to comment, and the press service of the Novosibirsk regional FSIN had not replied to a request by the time of publication.
The report also recalls that in 2019 Gabyshev planned to walk to Moscow to “expel” Vladimir Putin. After further actions and detentions, he was charged with using violence against a state representative, declared not criminally responsible, and sent for compulsory treatment with no fixed term in advance.
