The Russian government has submitted a bill to the State Duma proposing to expand the list of Criminal Code articles under which defendants and convicted people may sign contracts with the Defense Ministry during mobilization. The outlet Verstka drew attention to the document published in the lower chamber’s database.
The amendments would lift restrictions for people with unexpunged convictions under a number of offenses. In particular, the proposed list includes Article 200.1 on cash smuggling, Parts 1–3 and Clauses “b” and “v” of Part 4 of Article 229.1 on drug smuggling, as well as Part 1 of Article 226.1 on the smuggling of strategically important goods.
The bill also covers Part 2 of Article 209 on participation in a gang and Part 2 of Article 210 on participation in a criminal community. It further addresses Clause “b” of Part 2 of Article 215.4 on unlawful entry into a protected site and Article 217.1, which concerns violations of safety and anti-terrorist protection requirements at fuel and energy facilities.
The proposed list would also include articles related to nuclear materials and radioactive substances: Parts 1–2 of Article 220 and Part 1 of Article 221, which deal with the unlawful handling, theft, and extortion of such materials.
Other provisions mentioned are Part 2 of Article 322.1 on organizing illegal migration and Article 284 on the loss of documents containing state secrets.
At the same time, the report says that allowing the recruitment for war of people convicted under articles on terrorism, extremism, treason, sabotage, and crimes against sexual integrity is not currently under discussion.
