The Central District Court of Krasnoyarsk fined local resident Vitaly Rogov 60,000 rubles under a criminal statute on failing to report a crime. The ruling was noted by the outlet Mediazona.
According to the text of the verdict, Rogov’s acquaintance became a defendant in a sabotage case. Investigators say that on September 12, 2025, the man contacted an unknown person on Telegram, who offered him money to locate and set fire to cell towers, transformers, and relay cabinets in Krasnoyarsk.
The investigation claims he agreed and then messaged Rogov, telling him that he was preparing to burn infrastructure facilities in the city for payment. He also allegedly invited Rogov to take part.
Case materials say Rogov knew about a broader pattern of similar arson attacks in Russia, which law enforcement describes as being carried out “in the interests of Ukraine,” but still did not inform the authorities about his acquaintance’s plans.
On September 13, according to investigators, the acquaintance decided not to commit arson together with Rogov and instead recruited another person. The two of them then allegedly set fire to three relay cabinets on a railway line.
Rogov disclosed the details of the conversation only on December 22, 2025, while being questioned at the regional FSB office. During the court hearing, he admitted guilt.
