State Duma deputies approved amendments for the second reading of a bill on temporary restrictive measures against people who are outside Russia and are evading the execution of punishment. The measure applies to Russian citizens who have received sentences in both criminal and administrative cases.
According to the revised text, the law is intended to ensure the “inevitability of punishment”. The package of two bills passed its first reading in December 2025, and the second reading is scheduled for July 22.
The new laws were originally expected to take effect on March 1, 2026. The version prepared for the second reading now says they will enter into force upon official publication.
Among the new provisions is a mechanism to recover court costs and damages from frozen funds or from a special account into which the income of people covered by the law is expected to be directed. This clause was not included in the version adopted at first reading.
The amendments also spell out restrictions on banking operations in greater detail. Banks would have to block such individuals’ access to mobile apps and personal accounts on their websites in order to prevent money transfers. Previously, the draft only generally referred to a ban on using remote banking systems at Russian credit institutions.
The rules on real estate transactions were also clarified. While the first version spoke of suspending cadastral registration and registration of property rights, the new text states that Rosreestr must return the relevant documents without consideration. Under the amendments, the register of such persons would be maintained not by the Prosecutor General’s Office but by the Justice Ministry.
