Blagoveshchensk officials have prohibited the use of electric scooters, unicycles, and other personal mobility devices (PMDs) within city limits. Mayor Oleg Imameyev made this announcement, revealing that the restrictions took effect on July 14. Residents now face potential fines reaching 100,000 rubles for operating or parking such devices in urban areas.
The mayor explained that his office had received numerous complaints about scooter-related incidents. Despite prolonged attempts to negotiate with PMD rental companies, Imameyev stated these discussions proved unsuccessful. Authorities initially limited PMD usage in central districts before implementing a citywide prohibition.
"Most users treat these devices as recreational toys rather than transportation, disregarding safety protocols," Imameyev remarked. "The consequences—pedestrian injuries, collisions, and constant complaints—left us no choice. While this is a significant restriction, public safety demands it. Our city must remain accessible and secure for all citizens."
URA.RU reports that while Perm has scooter parking bans, Blagoveshchensk has become Russia's first city to impose a total prohibition on electric scooters, according to Amurskaya Pravda.
