Average throughput at Russian oil refineries in July 2026 stands at 3.91 million barrels per day. Bloomberg reported this, citing data from EA Analytics, a division of the British company Energy Aspects, which analyzes commodity and energy markets.
According to Bloomberg, this is the lowest figure since March 2005. It is also more than 1.4 million barrels per day below the average level recorded in July 2025.
Last week, the Financial Times, citing unnamed analysts, wrote that because of Ukrainian strikes on oil infrastructure, Russia may have lost 20 to 40 percent of its oil-refining capacity.
Data from OPEC indicate that against the backdrop of those strikes, not only refining but also oil production is declining. In June 2026, Russia’s crude oil output fell to 8.928 million barrels per day.
Bloomberg notes that this is the lowest production level since at least February 2024. The decline therefore affects two key parts of the oil sector at once: refining and crude production.
