Moscow’s Tagansky District Court has registered an administrative protocol on online drug propaganda against Character Technologies, Inc, the developer of the Character AI chatbot. The case card was first noted by Mediazona.
The published materials do not show what exactly prompted the new protocol. The court record cited by the outlet does not disclose the substance of the claims against the company.
This is not the first case involving Character Technologies, Inc in Russia. In late April 2026, the same Tagansky court fined the company 7.5 million rubles under protocols concerning “LGBT propaganda” and failure to remove prohibited information.
It later emerged that those materials were linked to chatbots devoted to Alyona Shvets, a “roommate,” and a “gay older brother.”
Earlier, in March, Character AI had also been fined in a case related to refusal to censor content. At that time, lawmaker Anton Nemkin said the service had been ordered to remove “materials with fakes about our military and prohibited LGBT content.”
Character AI was launched in 2022 by former Google LaMDA developers Noam Shazeer and Daniel De Freitas. They estimated the service’s daily audience at 3.5 million users. The platform allows people to interact with characters, including those created on the basis of real individuals.
