Former Rosgvardia deputy chief Colonel-General Viktor Strigunov faces criminal charges for abuse of authority and large-scale bribery (Article 285 Part 3 and Article 290 Part 6), as confirmed by Investigative Committee spokesperson Svetlana Petrenko.
Authorities apprehended Strigunov in Moscow before placing him in custody. A Kommersant source suggests he may currently be held at Lefortovo detention center.
Investigators allege that in 2014, Strigunov oversaw a multimillion-ruble state contract between Russia's Interior Ministry and SU Remstroytorg company for building a Kuzbass training facility. Despite knowing the site's proximity to an airport and inadequate land area made the center unusable, he allegedly authorized construction. The project was never operationalized due to contract violations, reportedly causing over 2 billion rubles in state losses.
The Investigative Committee further claims that between 2012 and 2014, Strigunov accepted multiple bribes totaling more than 66 million rubles in exchange for favoring contractors in state construction projects.
