Roskomnadzor has fined 85 telecom operators that failed to provide the authorities with information on subscribers’ IP addresses. According to Izvestia, the agency itself confirmed this to the newspaper.
The report says that in March 2026 the regulator sent the relevant notices to 1,359 telecom companies. Under the law, changes in IP addresses must be reported within 24 hours, and in some cases within one hour.
The regulator’s position
Roskomnadzor said the collection of such data is needed to counter computer attacks, including DDoS attacks.
At the same time, an Izvestia source close to one telecom operator said that information on IP addresses also makes it possible to determine whether a subscriber is using a VPN.
Experts interviewed by the newspaper said fines for refusing to hand over such data can reach 500,000 rubles, and 1 million rubles for a repeated violation.
The newspaper’s interlocutors also noted that complying with Roskomnadzor’s requirements requires expensive equipment and additional staff, which is especially burdensome for small providers.
