Russian authorities and telecom industry leaders are considering standardized protocols for mobile internet shutdowns during Ukrainian drone strikes, according to Izvestia citing anonymous government and corporate sources.
Currently, regional governments, emergency services, and various officials can issue internet disruption orders, leading to what sources describe as "disorganized implementation." Mobile carriers question whether most such directives are truly warranted.
A telecom industry insider revealed: "Previously, operators only complied with directives from Roskomnadzor and security agencies like the FSB. However, with rising drone threats, numerous unauthorized entities are now issuing shutdown demands."
The source explained that telecom teams face excessive shutdown requests from local officials lacking proper authority. Each request requires Moscow-level verification, causing operational delays that often result in untimely or erroneous network blocks—including unnecessary disruptions in unaffected areas.
