The authorities of Moscow and the Moscow region are implementing a migrant monitoring system using geolocation data through a special smartphone application.

The State Duma has finally approved a bill on testing a migrant registration system via a mobile app in Moscow and the Moscow region. The text of the document has been published in the parliament's electronic database.

The pilot project is scheduled to run from September 1, 2025, to September 1, 2029. The new rules will apply to all foreign citizens, except those under 18, diplomatic staff and their relatives, as well as citizens of Belarus.

Under the new law, labor migrants in the capital region will be required to: - register in a dedicated app; - consent to the processing of personal data, including location information; - notify the police of their actual residential address.

The law stipulates that if a device's geolocation data is missing for 72 hours after the last check, the foreigner may be removed from the registration system and added to a list of individuals under special monitoring (a database of illegal migrants in Russia).

Additionally, migrants will face new requirements for fingerprinting, registration at temporary residences, and undergoing biometric photography.
