Dmitry Kisiev, who previously led Boris Nadezhdin's federal campaign team, along with his attorney Leysan Mannapova and reporters Yulia Petrova and Konstantin Zharov, faced administrative protocols following a protest near the State Duma opposing amendments that would impose fines for searching "extremist materials." The incident was reported by Kisiev's organization, "Candidates' Headquarters."

Earlier attempts by Kisiev and Nadezhdin to obtain official permission for the demonstration from Moscow authorities were denied, with officials citing COVID-19 restrictions.

Undeterred by the refusal, both men appeared outside the State Duma building this morning. Kisiev displayed a banner reading, "For Russia without censorship. Orwell wrote a dystopia, not an instruction manual." The protest also attracted counter-demonstrators from the National Liberation Movement (NLM).
