Gasoline production in Russia fell by about 25% in the week of June 15 to 21 compared with the average daily level in June 2025. That was reported on June 23 by Reuters, citing industry sources.
Against that backdrop, the Russian authorities are discussing additional measures. According to the newspaper Vedomosti, the government is considering increasing fuel imports and expanding subsidies for them.
In recent weeks, authorities in a number of Russian regions, as well as in the annexed territories of Ukraine, have reported restrictions on fuel sales. These measures are being introduced amid Ukrainian strikes on oil refineries.
At the same time, gasoline prices have risen, and long lines have formed at filling stations. Reports of local restrictions have come from multiple regions.
One of the latest officials to report such measures was Vologda region governor Georgy Filimonov. According to him, Lukoil introduced restrictions across the country, including in that region.
Filimonov said the limit was no more than 30 liters of gasoline per customer and no more than 60 liters of diesel fuel.
As a result, the drop in gasoline output is being accompanied by discussion of possible import increases, higher prices, and rationed sales in some parts of the country.
