On the morning of April 10, the level of anomalies when attempting to access Telegram in Russia reached a record 95%. This follows from data by the international research project OONI, which was highlighted by «Агентство».
This is the highest disruption rate since the intensification of Telegram blocking in Russia. Just a day earlier, anomalies were recorded in 79% of cases, which had been the typical level in recent days.

The share of anomalies for the officially blocked messenger Signal in Russia and the de facto blocked WhatsApp was 89%, «Агентство» noted.
The deterioration in Telegram’s performance is also confirmed by user complaints on the websites Detector404 and «Сбой.рф». During the night of April 10, their number rose sharply.
According to Detector404, 3.6 thousand complaints were recorded over 24 hours, and 806 within one hour. At the same time, problems likely also affected VPN users: the Netherlands ranked third in the top list by number of complaints. St. Petersburg and Moscow took the first two places.
«Сбой.рф» received 1026 complaints on the morning of April 10, and 1771 complaints during the whole day on April 9. Most complaints came from Moscow, St. Petersburg, as well as the Sverdlovsk and Novosibirsk regions.
