The Federal Antimonopoly Service said through its press service that until the end of 2026 it will not hold parties liable for placing advertising on Telegram and YouTube.
"Business entities need time to adapt to the new rules and reorient themselves toward other advertising channels. Therefore, with regard to advertising on Telegram and Youtube, a transition period until the end of 2026 is necessary, during which liability measures for distributing advertising on such resources will not be applied," the agency said.
At the same time, advertising on Instagram, Facebook, as well as on VPN services, remains prohibited, it clarified.
In early March, the FAS said that if Telegram’s operation is restricted in Russia, then purchasing advertising in the messenger would be considered a violation of advertising law. The same, it said, applies to Instagram, WhatsApp, and YouTube. At that time, Roskomnadzor called the FAS explanations "exhaustive."
