Russia's Federal Security Service (FSS) has developed capabilities to monitor communications between Russian citizens and automated accounts or feedback channels of Ukrainian Telegram groups, according to First Department reports. Security officials are reportedly opening treason cases against individuals who send messages to these channels.
Authorities have gained access to exchanges with Ukrainian Telegram channels such as "Crimean Wind," "Military Whistleblower," and several others. These measures stem from a criminal investigation launched in spring 2022, alleging that Ukrainian intelligence services gather sensitive data through messaging platforms, including Telegram, which could compromise Russia's national security. The case is being handled by the FSB's investigative division, though human rights monitors note no formal suspects or accused parties have been named.
When the FSB identifies individuals who shared information or transferred funds, their case files are forwarded to local authorities. Regional FSB offices then initiate treason proceedings against them.
