Kursk’s Promyshlenny District Court fined Z-blogger Roman Alekhin 30,000 rubles for the third time on July 15 under a protocol for failing to comply with requirements imposed on “foreign agents” under Article 19.34 of the Administrative Code.
The new ruling was reported by Ostorozhno, Novosti, citing Alekhin himself. According to the outlet, this is now the third administrative penalty imposed on him under that article.
Alekhin received the first two fines on April 23 and July 1. The report says those cases were based on the late submission of a report to the Justice Ministry.
This time, Ostorozhno, Novosti writes, the blogger was held liable for a different reason: for failing to identify himself as a “foreign agent.”
According to Alekhin’s own account, he “could not have been under the influence of a foreign state at the time he was added to the register, because at that moment he was helping refugees from border areas of the Kursk region with his own money,” the outlet reported.
Roman Alekhin has been listed in the “foreign agents” register since September 2025.
